I guess the OP want to print its purchased model and use it as part of a physical board game. If so, I suppose that article 21.2 allows him to do so ("as part of a physical object such as a toy, doll or model").

I want to buy a 3d model in Stl format to make a prototype and then use the model in my board game.It is under "General License"and I asked the seller the question and replied that he was not sure. I would like to ask somebody to help me with more information about it,please.

In short, you can use models purchased from cgtrader, if that model will be inside proprietary format in your game and not easily accessible. You can't use models if those will be delivered in publicly accessible open or closed formats, like OBJ, JPEG, etc.
