i want to know how we can make feather looks so smooth like the link i mentioned above
seems it is hair and fur modifier but my model didnt turned out like this

For a really detailed plants like the one on your exemple (they are not feathers ) I would try to go with hair if it’s not animated :)
Even if it’s animated you could try it
What software do you use?
