Are Royalty Free Licensed Textures allowed in Skyrim mods if they are archived in .bsa2?

I'm seeking clarity on this matter because I have read the agreement and am just a little unclear.

  • 21.3. If you use any Product in software products (such as video games, simulations, or VR-worlds) you must take all reasonable measures to prevent the end user from gaining access to the Product.

The way I interpret this, I should be safe if I take reasonable measures to prevent the end user from gaining the files. Skyrim uses Bethesda's proprietary .bsa2 archive files to protect files. General game users are not able to open these archives unless they seek out modding tools that open the archives. These tools are not official distributions by Bethesda to allow access to archives, rather they are fan made utilities. The official tools offered by Bethesda, Creation Kit, only offer one way archiving and the ability to open the archives is not intended by Bethesda or present in any official capacity.

I am wondering if using .bsa2 files to archive the textures in my mod is still considered safe or legal by this liscense. I would assume that locking the files in a proprietary format that can only be opened by unofficial tools should technically constitute reasonable protection but I want to be extra sure.

I'm looking to use purchased textures for landscape textures within a larger mod, but don't want to cross any legal lines.
