Why are new private projects put on hold?

A client sent me an invitation for a custom project and wants to hire me
But when I go to the option to accept the project, the page does not respond and the following message appears in red
Project applications are on hold until our new moderation process is completed, typically within 3 business days. Your understanding is appreciated!
What if the client wants to finish the project within 24 hours and how can he accept waiting up to three business days?
I think this update is illogical

Lastly, private projects are being put on hold for up to three business days without any clear explanation, causing unnecessary delays.
That's why people who work on private projects will leave. Including me. It's a pity, I've been with the web for a long time.
It seems like they don't want to focus on attracting private project workers, they want to reduce the load, reduce the number of private project workers.
