In order for someone to help you with this kind of stuff, you need to provide a lot more details. First, where this headlight belong ? Is it from a metro train, is it from a metrobus, is it from a truck that is called metro etc. Second, shape of that headlight unit will heavily depend on the front shape of that vehicle, is it rounded at the front, is it flat, is it chamfered at the edges, does that headlight is a part of that chamfered edge, does vehicle have vertical slope at front etc.
Modeling something using only front view perspective picture as blueprint will made modeling of even the simpliest things hard even for a expirineced modeler. Using camera matching can help but even than you have to have at least some measurments and idea what general shape of the vehicle is. As far as your shape goes (judging by the image you posted) it's, totaly wrong.
