I would suggest both, some people would be after a full set of cloths, and be off-put by the hastle of making multiple payments. Others might only be after one specific bit item, and be off-put by having to get a full set.
That's just my theory though, I do the same with my animals for example, sell them individually and sell a "Sea life pack" which has all the sea creatures together at a discount. It seams to work, since some people buy the individual creatures, and occasionally people buy the pack, which always makes my day since its significantly more money :)

As your store grows you might even be able to add packages with multiple sets of clothing on specific themes etc.
