For unwrapping a tire in 3ds max use cylinder projection for tread and side projection for the sidewall.

Select object, reset xform, add UV unwrap modifier, use element or polygons for selection or select polygons by hand, one by one :D, for tread apply cylinder projection for sidewall apply planar projection. There are multiple ways to unwrap this kind of object. https://ibb.co/BcGndTr

It's hard to tell, to me this looks like overlaping UVs, try turning off "normalize map" (it is at the bottom of UV unwrap modifier) than unwrap using cylinder projection and scale UVs manually. You also have hard edges on places where you shouldn't, weld vertices or apply smoothing groups or both.

I can map your "high-poly" tire in a most logical (mesh dependent) and satisfying way.
Send your file to me and I need like 20 minutes for a nice UV.
