Question about "top model" section

most of the time, the models proposed in the "Top Model" section really deserve a place on the front page.
But ... sometimes... a very very average quality model (but expensive) also appears ..
So I wonder how the are selected models listed in "top section"? is it for the quality of the model (I hope)?
the price? or both?
