Contact the hyperwallet support. I don't think there's much chance that anyone on this forum would be able to help you with such issues. In any case, $2.9 cap on transfer sounds implausibly low. I had successfully transferred much greater amount from hyperwallet to paypal without any issues whatsoever. In fact i'm not even aware if there's at all maximum amount that you're allowed to transfer (within reasonable limits of course).
