I'm not familiar with any 3D printing software and I don't know if any other format is suitable for printing but *.STL is a 3D printing standard.

I would like to buy a 3D model of an action figure and then print - paint it. However, as I am a new, I would like to ask the following. Which type of file can perform better quality on printing? (Or everything is the same?) from stl, obj, mtl and other kind of files?

Hello, I am Experienced in 3d printing and you should ask for .stl files to put into a slicer such as Cura which is free to download. All the file types you listed should be able to print the same amount of detail because it is all just object data, the level of detail that is printed mostly depends on your printer's ability to get fine details, but I have never had a problem with that. somethings you should be wary of is ensuring the model that you download and put into Cura is a model that is optimized for printing, some files look good for on-the-screen animation but aren't so good for actually printing.
