This is Mashti's Hairs. They are created in blender with blender curve and looking like elvis hair style a little . The hairs of Mashti are in two format: Mesh and blender curve. since they are curve, You can easily tweak and optimised them with blender curve for any character according to your need. I will add simple instruction at the end of this text.

For changing hair curve polycount or smoothing it, In your blender scene, after selecting the hair strand, You can go to object data properties of hair curves and change the resolution on top for increasing resolution in length. You can also change hair profile and resolution with changing the object data properties of hair profiles in blender scene.
