Ishtar was a river trading city in ancient Persia at time the Sassened kings were starting to take over from the Archimedian kings. It is an interesting time in architectural history because Archemedian architecture was rectilinear and massive, but the Sassened's invented the dome ("qubba") architecture we associate with Persian and Arabic architecture. So both forms of buildings were found in the Persian cities of that time period.
