Hi!
Yes, it can be used in commercial projects. In the "Model details" tab, there is a note saying: "This work is public domain.". You can do anything you want with this, and don't need to ask for permission :)
Having said that, it would be very nice if you could credit Miskatonic Studio and the 3D artist (Zaven). It would also be great so see the project that you are working on (once it's ready enough), so if possible please send me a link later ;)

Missing a lot of texture files in the zips

Hi! This is a known issue, I think the original file has some references to textures that are not actually used, therefore showing up as missing. But this should not interfere with the rendering process, I believe that all the files that are actually visible and required are there ;)
