Am not certain that I understand your question ...

Are you asking if you should take more RAM to make a total of 32 GB of RAM, or instead, take the 1050ti video card, my opinion would be to take the increased amount of RAM (system memory). The reason is that 16GB of system memory is not much and will limit many kinds of application processes. 32 GB of system memory is a normal amount for most work processes and will have a general utility. Later, if you have more money, you can purchase a good video card.

The 1050ti card has only 4 GB of video memory, and GPU memory is good for only a limited number of purposes. But the additional 16 GB of system memory would be good for many purposes. Later, if you have more money, you should add a video card with at least 8GB of memory.

If you're using software like Substance Painter then I would go for the ram every time. The 1050ti is an excellent card, but I would hold out until you can afford a better one. I have 2 x 1080ti's in my modelling PC, the wife has a 1050 in her gaming PC so I'm well aware of them both. RAM every time though mate. Vengeance is a good choice.
