This is a mid-relief of Our Lady of Mount Carmel. Our Lady of Mount Carmel is the title given to the Virgin Mary, the mother of Jesus Christ, as a patroness of the Carmelite Order. The Carmelite Order is a group of hermits within the Catholic Church who were living on Mount Carmel. This depiction has both Mary and Jesus holding rectangular items called scapulars which were said to have been given to an early Carmelite named Simon Stock as an external symbol of the filial relationship between Mary and anyone who asks her for her protection.
