Peter I took part in its construction as a ship's carpenter, and after the completion of the construction he received a certificate of a ship's master. The 24-gun frigate Peter and Pavel was built in Holland at the Amsterdam shipyard of the East India Company under the guidance of shipbuilder Garrit Klass Pohl. In order to create a coalition to fight against Turkey for access to the Black Sea, in the spring of 1697, Peter I sent a great embassy to Holland, England and Venice - the maritime powers of that time.
