The cloak is indeed rigged, though not to the degree i would be able to use it as a clothing item for a VR avatar. the head parents over the rest of the armature, and there is no seperate bone for the neck and chest region from the head, the cloak and those two front straps have a few bones that allow some posing and the addition of dynamic bones if need be.
