The parenting is a bit odd, but other than that it's fine. One of the parents scales the entire wheelchair, so the scale appears incorrect until you apply it. But overall it's a very good model. Note: there is only one material. If you want to change color of one material you'll have to select all the parts of that color manually, create a duplicate of the material if you want to keep bump maps, roughness, etc. Then change the diffuse map/color of that one. There are benefits of doing it that way, but just be aware that it'll take you a few minutes to change the color of the wheelchair tubes, or the rubber on the tires. Very nice model. The really small screw heads have SubD baked in, and they are all joined as one poly. But if you're really after low poly, you'll probably just want to bake those as textures anyway.
