It was my bad for not realizing that partial meant NOT COMPLETE. I thought it meant partially furnished, or outside done inside partially done. I am not too frustrated because fixing this model is still going to be faster than building one from scratch, but still it needs to be said.
The aspects that are partially done are weird too. Like the artist just gave up on modeling. Would I have spent the money if I had known how much work it needed? Probably not. The images provided with the model didn't show much of the 'needs work' section, so it was a case of not the best advertising too.
