Granted, this is my first time experimenting with animated alembic files in 3ds max, but there does seem to be something wrong with the source files that cause errors importing them in the usual way. HOWEVER, I was able to get them successfully animated in 3ds max by first importing the ABC file into Blender then exporting it as a different ABC file, which then seems to import OK into 3ds max. If you want it to loop, I think you still have to change the Playback Type of the Alembic Object to "Playback Graph" and create keyframes at 0 (value 1) and 44 (value 45), set tangents to linear, and set Parameter Out of Range Type to Cycle. Then you should be good to go.
