Not the author, but: No, I don't believe they are. These seem to be very well made skybox/decor buildings. If you're looking for fully detailed buildings you could enter in, say, an FPS, then you should look further.
As highly detailed background props though, this asset is very solid. Cheap too, which is surprising.
