Yes ! You can see it in action in a game I created entitlled "Young Operator" ! https://gamejolt.com/games/yoperator/362111?feed_last_id=1534631631.738 I used it as environment so I lowered the texture's quality in that case but you can keep 4K textures.

Don't buy! There are many mistakes in the final product with roads not being connected to each other, buildings that are just unreal (very small sizes for some of the), the textures are just photos ripped from the internet, there are bumps in the road that if a real car would drive on them it will flip 3 times in the air and if you want to change any of the materials, good luck because there are a tone of them (+800). Overall just an unprofessional product, don't waste money on it!
