The specified polygon and vertex count is for the emitter object NOT the hair itself. Model is only available in native BLEND format. Hair has been made with two emitter particle systems. Particle system for the dreadlocks on the head have been combed into place against the scalp of the model. The particle system hairs making the ponytail have also been combed into place.
Hair emitter is an object seperate from the male character model. The download file includes:

There are two versions available for download. First version is the blend file I used to create the render images/scenes. The second version is the clean file with only the scalp model mesh, hair-tie mesh and the hair particle systems attached to it.
