This is, as said by the title, a rigged base mesh of a male character. You can use it for multiple purpose and specially for games. However, experts don't recommend it for high-poly renders. In fact, you can do what you want with it, if you subdivide the character, you can have enough matter for detailed sculpting (if you are using Blender, go to Edit Mode -> A on Keyboard -> Right Click -> Subdivide and you are done). I also added a basic toon shader (skin Material).
