Not only is it not rigged. It doesn't come with textures.

Yes it does have its textured and it is rigged. If your using maya open then Human Ik tap and and active it and all the controls should show up

I'm having an issue with the materials not showing up-- they are all still associated to your C:\Users\Meachi\Desktop\, and no images are associated with the .mtl file (map_Kd boots.png, but no boots.png to point to). Can you please update this to have the individual textures?

If you write "rigged" have it actually rigged, dude... it doesn't even have IK for his legs. There are no controllers only the joints which means nothing is really setup
