This is a high poly creature sculpt made in bleder. The model topology is triangulated (due to dyntopo). The model is split into several objects: head bust, eyes, gums, teeth, hair, pedestal. Skin tones of the main head sculpt are set using vertex paint. All other objects in the scene are either not, or procedurally textured. If you download only the obj file, the few hairparticles will not be included in the model, but they are available as a hair-particle-system in the .blend file.
