The file as provided has several problems. Firstly, and most seriously, the textures are not actually included in the files! Secondly, there are numerous weight painting issues with the file itself. Details like buttons on the wrist do not properly track with the hand as they are in part weighted to the leg. The aforementioned buttons are also 'floating' on the mesh, and don't line up with the cuff of the coat.
