Rigged character (dummys not bones) with vest and pants partially based on Avengers 1 outfit, skin wrapped to character mesh and then converted to skin, all in 3Ds Max 2016 then exported as FBX to Cinema 4D, saved in C4D and finally exported again to FBX. Costume adapted from costume collection https://www.cgtrader.com/3d-models/character/clothing/comic-book-male-costume. Both FBX files tested in Unity, see images. FBX not tested in Maya, Blender and others so cannot guarantee it will import correctly so use the glTF or glb files instead.
