You can use it as a finished 3d model in the blender, but for simulation you should use CLO3D or Marvelous designer. As far as I know, there is no such feature for clothes in Blender or at least it is not as convenient as these two Software. However, it is better to search more. Good luck

It was wonderful to see .fbx and .obj files in this package! The capes are well designed, but I do not understand, why there are no rigged versions of these capes for VRchat and etc. Other then that, I highly recommend this product!

the capes are fine, but need some work to use it for animation. amazing craft!!!
